U.K. authorities accused of ‘dodging obligations’ in the abduction of Andargachew Tsige

The partner of a British father-of-three being held on death row after he was spirited into Ethiopia has accused the Government of “dodging its obligations” by insisting it has no grounds for demanding his release.
Andargachew “Andy” Tsege, 59, was arrested at an airport in Yemen in June, and vanished for a fortnight until he reappeared in Ethiopian detention facing a death sentence imposed five years ago after a trial held in his absence.
The Foreign Office is now facing legal action after it classified Mr Tsege’s arbitrary disappearance and removal to Ethiopia as “questionable but not a criminal matter” and said that despite the risk of torture and the ultimate sanction hanging over him it did not feel “entitled” to demand he be returned home to London.
Yemi Hailemariam, Mr Tsege’s partner and the mother of their three children, told The Independent she was deeply concerned that Britain was soft-pedalling on his case to preserve its relationship with an increasingly important ally in east Africa.
Mr Tsege, who came to Britain as a political refugee in 1979 and is a prominent dissident campaigning against the Ethiopian regime, is feared by Ms Hailemariam and the legal charity Reprieve to be at extreme risk of torture. Electrocution, beatings and abuse, which includes tying bottles of water to men’s testicles, have been reported by detainees, and Mr Tsege’s whereabouts has not been revealed by the Ethiopian authorities.
Ms Hailemariam said: “For anyone reading what has happened, it must be clear that Andy is the victim of a crime. He was kidnapped to Ethiopia and faces the death sentence from a trial where he wasn’t even represented. He is a political prisoner.
“The Foreign Office is dodging its obligations and it is hard to see any other reason than it is to preserve Britain’s wider relationship with Ethiopia. It is now 117 days that he has been in detention and Britain must now say enough is enough.”
Reprieve, which has taken up Mr Tsege’s case, said it was starting legal action against the Government, potentially leading to a judicial review, to force it to press for the Briton’s immediate release and repatriation.
Maya Foa, director of the Reprieve’s death penalty team, said: “Andy Tsege is now well into his fourth month of detention and, incredibly, we are no closer to knowing where he is or even whether the Ethiopians plan to execute him. The UK Government’s unwillingness to take action is simply unacceptable.”
The father-of-three was en route to Eritrea when he was arrested during a two-hour stop over in the Yemeni capital, Sana’a, at the apparent request of the Ethiopian authorities, who seem to have had foreknowledge of Mr Tsege’s travel arrangements.
The Yemeni authorities have claimed the arrest and subsequent transfer of the Briton to Ethiopia – without any opportunity to challenge the move – took place on the basis of a security agreement between the two countries.
In a letter to lawyers for Ms Hailemariam, seen by The Independent, the FCO said it accepted “due process” did not appear to have been followed in the case but said his disappearance did not amount to a “kidnapping”.
It added that it required evidence that a British national was not being treated “in line with internationally accepted standards” before it could consider approaching local authorities. The letter said: “On the information presently available, the Foreign Secretary does not consider that the United Kingdom is entitled to demand Mr Tsege’s release or his return.”
Ms Hailemariam said: “Andy has been abducted and placed on death row on the basis of a politically motivated trial. It is difficult to think of circumstances that would fall further below ‘internationally-accepted standards’. What will it take for Britain to demand the return of one of its citizens?”
A FCO spokesman said: “The British Embassy in Ethiopia remains in contact with the Ethiopian authorities about regular consular access to Mr Tsege in the future so we’re able to continue to monitor his welfare. We also continue to press for reassurances that the death penalty imposed in absentia will not be carried out.”
The Independent revealed earlier this month that public money is being used to train security forces in Ethiopia under a £2m programme run by the Department for International Development (DfID) to fund masters degrees for 75 Ethiopian officials on improving the accountability of security services.
Material on the DfID website explaining the scheme has since been removed, prompting Reprieve to write to International Development Secretary Justine Greening asking whether the policy is under review or has been erased “to avoid embarrassment”.
DfID admitted it had cancelled the masters courses due to “concerns about risk and value for money”. A source said the decision was not linked to the case of Mr Tsege.

አስተዳደሩ እነዚህን ድጋፎች ለአምራቾቹ ያቀረበው በከተማው እየተካሄዱ ላሉት ሦስት የመኖሪያ ቤት ፕሮግራሞች የሚያስፈልገውን ጠጠር ለማግኘት መሆኑን ገልጾ፣ ነገር ግን ይህ ዕቅድ በሕገወጦች ምክንያት እየተስተጓጎለ መሆኑን አስረድቷል፡፡

አቶ አባተ እንዳሉት መሬት እየያዙ ወደ ሦስተኛ ወገን ማስተላለፍ በፍፁም አይቻልም፡፡ ‹‹እኛ የምንፈልገው ኪራይ ሰብሳቢ ሳይሆን ልማታዊ ባለሀብት ነው፤›› በማለት ምላሽ ሰጥተዋል፡፡ የአስተዳደሩ መሥሪያ ቤቶች በመቀናጀት የወሰዱትን መሬት ላልተገባ ተግባር ያዋሉ አምራቾች ላይ ዕርምጃ እንዲወሰዱ አቶ አባተ መመርያ ሰጥተዋል፡፡
በተሰብሳቢዎቹ ሥራቸውን ለማካሄድ የመሠረተ ልማት አለመሟላት ችግር እንደሆነ ተነስቷል፡፡ ከዚህ በተጨማሪም አስተዳደሩ ግዥ የሚፈጽምበት ዋጋ ከማምረቻ ዋጋ ንረት ጋር እንደማይገናኝ የሚጠቅሱም አሉ፡፡ ይህንን የዋጋ ንረት ለመቀነስ የትራንስፖርት ሥራ ውስጥ ለመግባት እንዲፈቀድላቸው ጥያቄ አቅርበዋል፡፡ የመሠረተ ልማት ችግሮች ተብለው ከቀረቡት ውስጥ የመንገድ አውታር፣ የኤሌክትሪክና የውኃ መስመር አለመኖር ተጠቅሰዋል፡፡
በተለይ በኤሌክትሪክ በኩል ያለው ችግር ጎልቶ የወጣ ሲሆን፣ ባለሀብቶቹ ከሁለት ዓመት በፊት ክፍያ ፈጽመው የኤሌክትሪክ ኃይል ይለቀቃል ብለው ቢጠብቁም አለመለቀቁን ተናግረዋል፡፡
አስተዳደሩ በኤሌክትሪክ ኃይል በኩል ያለውን ችግር ለመፍታት ከኢትዮጵያ ኤሌክትሪክ አገልግሎት ጋር እየሠራ መሆኑን ጠቅሶ፣ ውኃና መንገድ ግን በተቻለ መጠን ባለሀብቶቹ ራሳቸው መሥራት እንደሚኖርባቸው አስገንዝቧል፡፡
የአዲስ አበባ አስተዳደር በተያዘው የበጀት ዓመት 125 ሺሕ ቤቶችን እየገነባ መሆኑን ገልጾ፣ ለእነዚህ ግንባታዎች 1.3 ሚሊዮን ሜትር ኩብ ጠጠር እንደሚያስፈልግ አስታውቋል፡፡
ባለሀብቶቹ ይህንን ጠጠር ማቅረብ የማይችሉበት አሠራር ከቀጠለ፣ የራሱን ማሽኖች በመግዛት ወደ ሥራ ሊገባ እንደሚችል አስተዳደሩ ማስጠንቀቂያ ሰጥቷል፡፡ የአዲስ አበባ ኮንስትራክሽንና ቤቶች ልማት ቢሮ ኃላፊ አቶ ጌታቸው ኃይለ ማርያም እንደገለጹት፣ አስተዳደሩ ወደ ጠጠር ምርት የሚገባው የባለሀብቶች የሥራ አፈጻጸም ደካማ ከሆነ ብቻ ነው፡፡

Rotary announces US$2 million in grants to fight polio in Ethiopia

ADDIS ABABA, Ethiopia, October 22, 2014/African Press Organization (APO)/ — In advance of the Oct. 24 observance of World Polio Day 2014, Rotary (http://www.rotary.org) announces US$2 million in grants to combat polio in Ethiopia. The funds – part of Rotary’s broader contribution of $44.7 million to end the paralyzing disease worldwide – will be used by UNICEF to support high quality polio immunization campaigns.

For the second year in a row, Rotary will mark World Polio Day with a livestream event featuring a global status update on the fight to end polio as well as an array of guest speakers and performers. The event, which will stream live from Chicago, Ill., can be viewed at endpolio.org.
In Ethiopia, Rotary’s PolioPlus program will celebrate World Polio Day by hosting a commemoration ceremony in conjunction with the World Health Organization, UNICEF and the Ethiopian Ministry of Health. The PolioPlus program will also host a World Polio Day march to mark the occasion and raise awareness of the disease.
Polio is set to become the second human disease ever to be eliminated from the world (smallpox is the first). To date, Rotary has helped 193 countries stop the transmission of polio through the mass immunization of children. Rotary’s new funding commitment targets countries where children remain at risk of contracting this incurable, but totally vaccine-preventable disease.
There are only three countries in the world where the wild poliovirus has never been stopped: Nigeria, Pakistan and Afghanistan. However, the virus from these countries can travel and lead to outbreaks in other parts of the world. In fact, last year the majority of the world’s polio cases stemmed from outbreaks in countries that had previously been polio-free. In particular, an outbreak in the Horn of Africa resulted in 217 cases in 2013, including nine in Ethiopia.
“We are pleased it appears we have halted the polio outbreak in Ethiopia,” said Tadesse Alemu, Rotary’s National PolioPlus Chair for Ethiopia, referencing the country’s only case this year, recorded more than nine months ago on 14 January. “However, given the mobility of our global society, until polio is gone from Africa – and the world – Ethiopian children will remain at risk for this disease.”
Rotary provides grant funding to polio eradication initiative partners UNICEF and the World Health Organization, which work with the governments and Rotary club members of polio-affected countries to plan and carry out immunization activities. Mass immunizations of children via the oral polio vaccine mustcontinue until global eradication is achieved.
The remaining $6.3 million will go toward polio eradication research.
Funds for these countries will be used to fight existing polio outbreaks, or to conduct campaigns to protect against the high risk for reinfection. Countries experiencing conflict, like Ethiopia’s neighbor Somalia, are at particular risk for polio outbreaks.
To date, Rotary has contributed more than $1.3 billion to fight polio. Through 2018, the Bill & Melinda Gates Foundation will match two-to-one every dollar Rotary commits to polio eradication (up to $35 million a year). As of 2013, there were only 416 confirmed polio cases in the world, down from about 350,000 a year when the initiative launched in 1988.

Gunmen kill three Ethiopian peacekeepers in Sudan’s Darfur
(Reuters) – Gunmen killed three Ethiopian peacekeepers who were guarding a water hole in Sudan’s strife-torn Darfur region on Thursday, their force said.
Two of the soldiers died at the scene in Korma, north Darfur, and a third died later from his wounds in Khartoum, said the joint U.N./African Union UNAMID peacekeeping mission. The attackers stole the Ethiopians’ patrol vehicle , it added.
“This has been a bloody October for UN Peacekeeping,” UN Secretary-General Ban Ki Moon told reporters inNew York .

“In Darfur, Mali and the Central African Republic, we have lost 14 peacekeepers in hostile acts – nearly one per day.”
A total of 61 UNAMID peacekeepers have been killed in action since their force was set up in 2007 to stem violence in Sudan’s western region.
Darfur was plunged into turmoil in 2003 when mostly non-Arab rebels took up arms against the government, accusing it of neglecting the arid region, and Khartoum mobilised mostly Arab militias to crush the uprising.
The situation has since subsided into chaos with skirmishes involving bandits, rival insurgent splinter groups, warring tribes and lawless militias.
UNAMID’s joint U.N./African Union Special Representative Abidoun Bashua called on Khartoum to bring Thursday’s attackers to justice.
“An attack on peacekeepers constitutes a war crime and is punishable under international criminal law,” Bashua said.

በተመሳሳይ የመኢዴፓ ሊቀመንበር አቶ ኑሪ ሙደሂር “ምርጫ ቦርድ ነጻና ዴሞክራሲያዊ ምርጫ አደርጋለሁ የሚለው አባባሉ ተግባራዊ እንዲሆን ጥያቄዎችን አቅርበን ነበር፡፡ ይህን ጥያቄ የዛሬ 5 አመትም ጠይቀናል፡፡ ትናንትም በጋራ በደብዳቤ አስገብተናል፡፡ ገዥው ፓርቲ የምርጫ ቅስቀሳ ከጀመረ 5 አመቱ ነው፡፡ ይህን ቅስቀሳ የሚያደርገው በመንግስት ገንዘብ ነው፡፡ የእኛ ጥያቄ የምርጫ ምህዳሩ መስፋት አለበት ነው፡፡ ትርጉም ያለው ምርጫ መደረግ አለበት ነው የእኛ እምነት፡፡ ይህን ለማድረግ የሚያስችሉ ጥያቄዎችን ለመመለስ ፈቃደኛ ስላልሆኑ ነው እኛ ስብሰባውን ረግጠን የወጣነው” ብለዋል፡፡
ሌላኛው የመኢዴፓ ተወካይና የፓርቲው ዋና ጸኃፊ አቶ ዘመኑ ሞላ በበኩላቸው “እነሱ ካቀረቡት የጊዜ ሰሌዳ ይልቅ የሚቀድመው ሜዳውን ማስፋት ነው፡፡ ትናንትና 12 ፓርቲዎች ተፈራርመን ያስገባነው ደብዳቤ ነበር፡፡ እኛም ቀድመን በተነጋገርነው መሰረት የጊዜ ሰሌዳው ጉዳይ ቀዳሚ አጀንዳ መሆን የለበትን የሚል አቋም ይዘናል” ሲሉ ስብሰባውን ካዘጋጀው ምርጫ ቦርድ ጋር ያላቸውን ልዩነት ለነገረ ኢትዮጵያ ገልጸዋል፡፡

በግል ፕሬስ ጋዜጠኞች ላይ እየደረሰ ያለው እስር ሀገር ለቀው እንዲሰደዱ የሚደረገው አሰተዳደሪዊ ጫና እንዲሁም የግል ሚዲያው ዘርፍ ላይ እየተፈፀመ ያለው ሴራ ገዢው ፓርቲ በህገ ወጥ መንገድ በስልጣን ለመቆየት ከሚወሰዳቸው እርምጃዎች አንዱ እንደሆነ እንረዳለን፡፡ ገዥው ፓርቲ በሚከተለው ከዴሞክራሲያዊ አስተሳሰብ ያፈነገጠና ሴራን ማዕከል ያደረገው ፖለቲካ ከጊዜ ወደ ጊዜ እየተባባሰ ከመሄዱም ባሻገር በአደባባይ የሚከወን አሳፋሪ ድርጊት ሆኗል፡፡ ይህም የሚያሳየው ገዢው ፓርቲ በስልጣን የሚቆየው በሃሳብ የበላይነት ሳይሆን ለጊዜው በቁጥጥሬ ስር ናቸው በሚላቸው የመንግሰት መዋቅሮችን በመጠቀም መሆኑ ይታወቃል፡፡
ፓርቲያችን የኢህአዴግ የ2007 ዓ.ም ሀገር አቀፍ ምርጫ ዘመቻ አካል እንደሆነ የሚያምነው ማሳደድና ማሰር በጋዜጠኞች ላይ ተጠናክሮ መቀጠሉ ገዢው ቡድን አሁንም መግባባት የተሞላበት ምርጫ እንዲከናወን ፍላጎት እንደሌለው ያረጋግጣል፡፡ የዚህ ዓይነት ድርጊትን የኢትዮጵያ ህዝብ ብሶት ከማባባስ ውጭ የሚጨምረው ፋይዳ ይኖራል ብለን አናምንም፡፡ በዚህ የተነሳ ለነፃነት የቆሙ ዜጎች አንገት ያሰደፋል ብለንም አናምንም፡፡
በዓለማቀፍ ደረጃ አንገታችንን እንድንደፋና እንደ ዜጋ እንድንሸማቀቅ በሚያደርግ መልኩ በተወሰደው አማራጭ የግል ፕሬስ የማጥፋት እርምጃ በርካታ ጋዜጠኞች ለሚወዷት ሀገራቸው ጀርባቸውን ሰጥተው ስደትን ምርጫቸው አድርገዋል፡፡ በቅርቡ ያለወገን ድጋፍና ያላስታማሚም የስደት ሰለባ የሆነው የግል ፕሬስ ባልደረባ ጋዜጠኛ ሚሊዮን ሹሩቤ በተሰደደ በጥቂት ጊዜያት ውስጥ ህይወቱ ማለፉ አሳዛኝ ክሰተት በመሆኑ ፓርቲያችን ለቤተሰቦቹና ወዳጆቹ አዘኑን ይገልፃል፡፡ ለዚህም ሃላፊነት በጎደለው ሁኔታ ጋዜጠኞች በሀገራቸው ላይ የመስራት መብታቸው ተገፍፎ በሚደርስባቸው ወከባ ከሀገር እንዲሰደዱ ያደረገው መንግስት ሃላፊነቱን መውሰድ አለበት፡፡ ገዢው ቡድን የሚሊዮንን ሞተ አስመልክቶ ለሚነሳ የህዝብ ጥያቄ መልስ እንዲሰጥ እንፈልጋለን፡፡
በተሰደዱ ጋዜጠኞች ላይ የሚደርሰውን እንግልት ሰምተን ሳናበቃም አልሰደድም ባሉ ጋዜጠኞች ላይ የሚደርሰው ጥቃት ተጠናክሮ ቀጥሏል፡፡ የገዥውን ፓርቲ አምባገነንነት ሳይታክት በግልፅ የሚተቸው ጋዜጠኛ ተመስገን ደሳለኝ በሀገራችን ህገ መንግሰት አንቀፅ 29 በተደነገገው መስረት ሃሳቡን በነፃነት ስለገለፀ ብቻ ህግን ተገን ተደርጎ በተከፈተበትና ለአመታት ፍርድ ቤት ሲመላለስ በኖረበት ክስ ወቅቱን ጠብቆ እንደሚፈነዳ ፈንጂ የምርጫ ወቅቱን ጠብቀው ጥፋተኛ በማለት ወደ ወህኒ ቤት ማውረድ ፖለቲካዊ እርምጃ መሆኑን አንጠራጠርም፡፡ ፓርቲያችን ይህን በህግ ሽፋን የሚፈፀም የፖለቲካ ሸፍጥ በቁርጠኝነት መታገሉን እንደሚቀጥልና እንደዚህ አይነቱ ግፍ ሊቆም የሚችለው ህዝቡን በማስተባበር በሰላማዊ ትግል አምባገነኑን ስርኣት መቀየር ሲቻል እንደሆነ ያምናል፡፡ ስለዚህ የኢትዮጵያ ህዝብ ከጎናችን በመቆም የዜጎች የመከራ ዘመን እንዲያጥርና ፍትሃዊነት እንዲሰፍን እንድናደርግ ሃገራዊ ጥሪ እናስተላልፋለን፡፡
በግፍ የታሰሩ ጋዜጠኞች፤ ጦማሪያንና ፖለቲከኞች ያለምንም ቅድመ ሁኔታ እንዲፈቱም እንጠይቃለን፤ ሀሳብን በነፃነት የመግለፅ መብት ከገዥዎች በችሮታ የሚሰጥ እንዳለሆነ ህዝቡ የሚገነዝብና መንግስት በሚወሰደው እርምጃ የተነሳም አንገቱን የሚደፋ አንድም ነፃነት ወዳድ ዜጋ እንደማይኖር እናረጋግጣለን፡፡

Kenya: Embu Court Sends 11 Illegal Ethiopian Immigrants to Jail for Three Months

ELEVEN Ethiopians who were arrested in Mbeere South recently leading to protests which led to the shooting of two residents were yesterday jailed for three months.
After their arrest at Kiritiri market on October 8, locals wanted them to be released so they could lynch them as they suspected they were robbers.
Acting chief magistrate Alfred Kibiru said the 11, who pleaded guilty to being in Kenya illegally, will be jailed at the Embu GK Prison.
He said once they finish their sentence they should be deported. Kibiru summoned the owner of the car on which the Ethiopians were being ferried to explain why the court should not take it away. He issued a warrant of arrest for Ahmed Mur Amir who was driving the car. Amir failed to appear in court yesterday.
Since the Ethiopians were arrested the court has been looking for an interpreter who understands Amharic and English or Kiswahili.
The interpreter was available yesterday. The Ethiopians told the court that they were going to Nairobi where they had been promised good jobs after suffering in their country for many years. Kibiru said they should have followed the law if they wanted to work in Kenya.

Breaking News – Independent Ethiopian Journalist Temesgen Desalegn Arrested

Ethiopian journalist Temesgen Desalegn has been arrested by Ethiopian police today, October 13, 2014 for articles he wrote before 2013.
Temesgen was the editor in chief of the critical newspaper, Feteh, which was closed by government order. The Ethiopian government filed over 100 lawsuits against him, some of which he is still fighting. He has also been arrested briefly in 2013. He worked as the editor in chief of another critical magazine, Addis Times before it also got closed by the government.
Temesgen becomes raises the number of Ethiopian journalists and publishers charged and detained over 11 this year alone.
His next appointment is on October 27, 2014; the date he will be sentenced.
